Project Development Services

Project development is a core service of the FNMPC, often shared with Environmental Services, at request of member First Nations. Our project development services are delivered to FNMPC members on the principles of maximizing value and minimizing risk while enabling decisions to be made by First Nations on the basis of free, prior, and informed consent.

  • Helping to bring together First Nation interest around large-scale or linear projects
  • Facilitating the alignment of interests among governments, private sector, and First Nations on major projects
  • Assistance working through project challenges with multiple parties

Environmental Capacity

  • EA & IA capacity and technical support
  • Environmental stewardship toolkits and impact assessment support capacity building workshops
  • Proponent-level capacity funding agreement review & support
  • Use capacity and service delivery tools at scale
  • Provide external legal & commercial support as available and required

What We Don’t Do

  • Any matters that are political in nature First Nation internal governance matters
  • Projects below $100 million
  • Projects that are not commercially viable (no revenue stream attached)
  • Housing, community services, etc.
  • Respond to requests from project proponents for help
  • Requests must be member driven
  • Make decisions on behalf of our members
  • Take a financial interest in a project or charge for our service

How First Nation Can Access FNMPC’s Project Development Services

1. Requesting First Nation is an existing member of FNMPC or completes the forms to become a member.

2. Requesting First Nation submits to FNMPC a resolution or letter outlining the project opportunity.

3. FNMPC assesses the request

We assess the request from the First Nation against FNMPC’s member-directed project development guidelines which stipulate that a project request must be:

  • $100 million or more in capital cost.
  • Be proven or reasonably assumed to be commercially viable.
  • Demonstrate that the requesting First Nation(s) have made an informed decision to either explore or pursue partnership / acquisition / development of a project opportunity

FNMPC Guidance Document

Th is paper is an update to the previous version of the Project Identification & Support Discussion Paper that was approved by the FNMPC Members on March 27, 2017. This version of the discussion paper includes revisions to the major project criteria and the project capacity support process.
